Proposal Statement
Authorize and appropriate federal funding, allocated to the States and administered under the authority of The Adjutants General, to support scalable physical readiness infrastructure capabilities that ensure equitable and cost-efficient delivery of standardized training and readiness support across geographically dispersed National Guard formation, advancing parity of readiness support between Active Duty and the National Guard.
Recommendation Information
Congress should authorize and appropriate federal funding that allows flexible use of commercial training resources where:
-Government facilities are insufficient for physical training and readiness
-Preserve State-level discretion to determine implementation mechanisms consistent with unique geographic, force structure, and operational requirements
-Complement and extend existing Holistic Health and Fitness initiatives without duplicating or replacing established staffing or facility investments
-Enable standardization and distributed delivery of physical readiness programming aligned with service fitness standards
-Support continuity of readiness between drill periods & enhance readiness oversight consistent with reporting structures without increasing administrative burden
