Proposal Statement
Concurrent and proportional fielding of advanced fighter, mobility, and air refueling aircraft, new capabilities, and weapons systems for the Active Duty, Air National Guard, and Reserve Components. The DAF must ensure the ANG transitions to 5th-generation fighters, KC-46A tankers, and advanced airlift platforms at a rate comparable to the Active Component, rather than disproportionately absorbing retiring legacy airframes.
Recommendation Information
To address an ever-increasing global demand signal during a period of intense strategic competition, it is critical that the Department of the Air Force (DAF) executes concurrent and proportional fielding of advanced fighter, mobility, and air refueling aircraft across the Active Duty, Air National Guard (ANG), and Reserve Components. Currently, the Air Force is operating the oldest and smallest fleet in its history, a reality that renders tiered readiness and delayed modernization models obsolete. To maintain a credible, fully integrated Total Force, the DAF must ensure the ANG transitions to 5th-generation fighters, KC-46A tankers, and advanced airlift platforms at a rate comparable to the Active Component. The historical paradigm of having the ANG disproportionately absorb retiring, legacy airframes inherently degrades combat lethality, fragments logistics, and creates strategic vulnerabilities against near-peer threats. Equipping all components simultaneously with new capabilities and weapons systems ensures that the entire Total Force remains a cohesive, modernized, and highly capable instrument of national power ready to meet combatant commander requirements worldwide. This resolution is supported by the CAF Task force and CAF Nation.
