Civilian Clothing Allowance equity for National Guard and Reserve personnel.
Recommendation Information
Modify the 180-day orders threshold to a 31-day threshold for Civilian Clothing Allowance eligibility for National Guard and Reserve personnel. This change is a matter of basic equity — service members performing identical duties in identical conditions should receive identical compensation, regardless of component. The current disparity creates an unjust financial burden on Guard and Reserve members and undermines the principle of a fully integrated Total Force.
This issue was identified by experienced ARC Advisors, Col Jennifer Mumme and Lt Col Trent Holden, based on firsthand observation of the impact on Guard and Reserve personnel across multiple career fields. NGAUS urges the Armed Services Committees of both chambers to include corrective language in the FY2027 NDAA.
