Proposal Statement
Advocate for legislation that preserves all remaining ANG Fighter Squadrons, as well as all dedicated ANG mobility and air refueling squadrons, by mandating concurrent modernization across the Total Force. Legislation must require one-for-one recapitalization that explicitly prohibits the Air Force from relying on transferring legacy aircraft between components as a substitute for true modernization.
Recommendation Information
Operating the oldest and smallest fleet in Air Force history amidst an unprecedented global demand signal, the nation cannot afford to divest its most cost-effective, highly experienced combat capacity. Congress must enact statutory protections that require strict one-for-one recapitalization with newly procured, advanced aircraft. This legislation must explicitly prohibit the Air Force from shuffling legacy airframes between components as a cheap substitute for true modernization. Shifting aging, high-maintenance aircraft to the ANG does not field a modern military; it merely redistributes structural risk, accelerates fleet fatigue, and compromises the strategic depth of our national defense. To defeat near-peer adversaries, the Total Force must modernize in lockstep, ensuring that the Guard remains a fully capable, day-one-ready combat reserve rather than a repository for retiring legacy systems. This resolution is supported by the CAF Task Force and CAF Nation.
