Recommend that each State provided with a DOMOPs capability (i.e., Civil Support Team, Fatality Search and Recovery Team, Civil Disturbance Response Force, Debris Clearance Package, etc.) also be provided with a Commercial off the Shelf (COTS)/Unmanned Aerial Vehicle (UAV) to accompany these packages and increase capability. These UAV's would provide "over the horizon" capability in a state response not currently available. The ability to see over obstacles and survey areas without physically entering is a significant safety multiplier. Keeping these UAV's as a DOMOPs/COTS item and using them in a state response only category would expedite the procurement and usage of valuable near-real time imagery without the need for the Proper Use Memorandum required for federal assets. This equipment/capability was discussed at the 2018 National Guard and Reserve Equipment Appropriation (NGREA) conference and is published as a essential capability needed under the Emergency Support Function (ESF) 3 - Public Works and Engineering in the 2018 ANG Domestic Capability Priority booklet.
