Proposal Statement
Increasing the maximum TDY length at any one location for Reserve Component personnel before a PCS is required for Active Duty for Training (currently 140 days) and Active Duty for Other than Training (currently 180 days) to 365 days in both situations.
Recommendation Information
Justification: There are numerous formal schools, retraining events (especially for Aircrew), and Professional Military Education that members either cannot participate in or are forced into a difficult decision of moving their household, or maintaining two households, because the course or duty exceeds the maximum TDY length. Unlike Active Component personnel, who often complete these shorter temporary duty assignments en-route between other permanent duty assignments, RC personnel reside permanently in one location, do not have a follow on assignment, only to return to the same location to which they just departed from upon completion of their school or duty assignment. Multiple PCS moves in a 4+ month period (for schools) or 6+ month period (for other duty) are not always more cost effective than TDY allowances and far more disruptive to the member and their family.
For Reserve Component (RC) personnel, authorize the maximum TDY length at any one location before a PCS is required, presently at 140 days for Active Duty for Training and 180 days for Active Duty for Other than Training to be increased to 365 days in both situations.
