Removing the limitations set by the grade strength tables in U.S.C. Title 10, Sections 12011(a) and 12012(a) on the total number of commissioned officers and senior enlisted soldiers and airmen authorized to serve on Active Duty or on full-time Reserve Component duty in the pay grades of O-4 through O-6 and E-8 through E-9.
Recommendation Information
Justification: We should not have a separate and limiting controlled grade system that applies to some of our officer and senior enlisted force based on their status as full time support. Officer and senior enlisted strength should be managed holistically and consistently for all reserve and National Guard officers and senior enlisted personnel regardless of their full time or part time status.
Eliminate officer and senior enlisted grade strength tables in 12011(a) and 12012(a) of title 10, USC, to remove the limitation on the total number of commissioned officers authorized to serve on Active Duty or on full-time reserve component duty in the pay grades of O-4 through O-6 and E-8 through E-9. Officer and senior enlisted strength should be managed holistically and consistently for all reserve and National Guard officers and senior enlisted personnel regardless of their full time or part time status.
