Proposal Statement
Add “Purchase and modernize Mobile Emergency Operations Centers.”
Recommendation Information
The Federal Emergency Management Agency Mobile Emergency Operations Center (MEOC) Systems are self-contained Command and Control platforms designed to be interoperable with local emergency responders. MEOC’ rapid response abilities include the full spectrum of voice, data, and imaging capabilities that supports a Common Operational Picture (COP) for on-scene incident management and long-term recovery. MEOCs FEMA Type II are designed around a 35’-40’ frame with a mobile home chassis. MEOCs self-supporting and are equipped with generator, small kitchen, bathroom, workstations and conference rooms. MEOCS are critical to Air Force Emergency Response Operations in support of the National Incident and Management System (NIMS) mandated by Homeland Security Presidential Directive (HSPD) 5. The HSPD 5 enhanced the ability of the United States to manage domestic incidents by establishing a single, comprehensive national incident management system. The management system controls the prevention, preparation, response, and recovery of terrorist attacks, major disasters, and other emergencies. The system allows all levels of government throughout the nation to work efficiently and effectively together.
