The C-130H fleet will serve in the Air National Guard until 2040. The current T56 engine fuel consumption and maintenance costs can be reduced significantly by installing the T56 Series 3.5 Engine Enhancement Package (EEP) on all T56 equipped C-130 aircraft. Air Force flight testing has shown fuel savings of 9.7% and projected maintenance/overhaul savings of more than 22%. The AF Business Case Analysis showed a Return of Investment exceeding 2:1 and potential fleetwide. The Series 3.5 upgrade is a program of record and achieved $15.7M in funding for FY14. Outfitting the C-130H with this enhancement will not only reduce costs to operate and maintain the fleet, but also make it more operationally flexible due to the increase in range and lower fuel consumption. Recommend a resolution to procure the T56 Series 3.5 upgrade be adopted as a resolution.
