Recommendation Information
On Tuesday, December 18th, 2013 Members of the House and the Senate released conference language establishing a Military Compensation and Retirement Modernization Commission to review compensation and retirement benefits. The commission is charged with ensuring the long-term viability of the All-Volunteer Force, enabling a high quality of life for military families, and to modernizing the compensation and retirement systems in a sustainable fashion. The legislation calls for grandfathering current service members and retirees. The commission has been extended until early 2015.

Change current retirement law to allow an AGE 50 minimum retirement age provision for AGR, dual status TECHNICIANS and Drill Status Guard (DSG) members across DOD. Change existing FERS compensation rules (FERS pay in and retirement pay out percentages) and retirement age for all dual status TECHNICIANS to AGE 50 to mirror image FAA Controllers, Federal Firefighters, Law Enforcement Officers, Capital Police, Supreme Court Police and Nuclear Material Carriers. Allow those that benefit from this change to move to their system of choice immediately (under a "one time conversion option") and for those that want to, remain grandfathered under their old system while requiring any new accessions to participate immediately in the new plan. This proposal acknowledges an operational reserve that ages at same rate as it's active duty military, FAA Controllers and other civilian counterparts. It produces a significant payback to the DOD in the early 2030s, a time where current estimates believe personnel costs may devour the entire DOD budget.

NGB RECOMMENDATION: No requirement. Reduce retirement age to 50 for Reserve SM's.
