Proposal Statement
Congress establishes a National Guard Military Construction Readiness Center Conceptual Design Appropriation for the planning and conceptual design (35%) of up to one Readiness Center per state and/or territory.
Recommendation Information
Issue: An increase in construction costs, combined with a decrease in the Army Total Obligation Authority (TOA) dedicated to National Guard Military Construction, has stifled efforts to replace or upgrade the current inventory of National Guard Readiness Centers across the country.
Recommendation: Establish a National Guard Military Construction Readiness Center Conceptual Design Appropriation similar to the National Guard Reserve and Equipment Account. Each planning and conceptual design would be 100% federally reimbursed, would not require a state match, and would not exceed $2 million per project. This proposal would increase the National Guard's Military Construction execution rate (spending funds in the year of appropriation). Land and environmental concerns would be resolved up front.
