Justification: Adjutants General can employ AGRs in emergency response and as part of a State Active Duty tasking when mobilized with their unit in their primary specialty. However, often times DOMOPS requires skills and labor that may be outside of that individual AGRs current duty description. Authority to employ AGRs or FTNGD at the Adjutants General on a reimbursable basis would be a cost neutral method to ensure that the TAGs had access to all manpower at their disposal.

Authority for Adjutants Generals to utilize all available AGR and FTNGD personnel, on a reimbursable basis, to support State Active Duty in steady state domestic response situations outside of their primary specialty and outside of Immediate Response Authority where they are already authorized to "save lives, prevent human suffering, or mitigate property damage."
