Presidential Decision Directive (PDD) 39, US Policy on Counterterrorism, establishes the formation of Weapons of Mass Destruction Civil Support Teams (WMD-CST) to assist local domestic first responders in determining the precise nature of a CBRNE incident, provide expert technical advice, and prepare for follow on support. Robots equipped with remotely-monitored CBRNE sensors would enable rapid survey and analysis of WMD sites while providing force protection to CST members. Robots currently planned to be fielded to the National Guard WMD-CSTs are not one-man-portable and are too large to fit in unit ADVON vehicles or to operate in confined spaces such as laboratories, culverts, ditches, sewers, attics, crawl spaces, and roof-tops, requiring manual search by a WMD-CST member in full HAZMAT gear, unnecessarily exposing him/her to hazardous materials. WMD-CSTs require a minimum of one lightweight CBRNE robot for each of the 57 WMD-CST units.
