"That the National Guard Association of the United States urges Congress to appropriate sufficient funding to equip National Guard Stryker Brigade Combat Teams and additional Infantry Brigade Combat Teams with Warfighter Information-Tactical (WIN-T), Increment 2."
Recommendation Information
This is not a change to the current standing resolution #3 C (WIN-T) which focuses on Increment 1 for non BCT units--which is still a valid requirement. This is a new resolution specifically for BCTs requiring WIN-T Increment 2.

Warfighter Information Network-Tactical (WIN-T) Increment 2 provides an integrated tactical mobile network leveraging proven commercial and government technology. The system provides on-the-move network capability and a mobile infrastructure by employing military and commercial satellite connectivity and line-of-sight (terrestrial) radios and antennas to achieve end-to-end connectivity and dynamic networking operations. WIN-T Increment 2 provide the on-the-move communications, mission command and situational awareness that commanders need to lead from anywhere on the battlefield.

WIN-T Increment 2 kits are currently available for Infantry Brigade Combat Teams (IBCTs) and Stryker Brigade Combat Teams (SBCTs). Kits for Armored Brigade Combat Teams (ABCTs) are being developed and programmed for fielding in FY 2021.

WIN-T Increment 2 is being fielded to active component Infantry Brigade Combat Teams (IBCTs) and Stryker Brigade Combat Teams (SBCTs). As of January 2016, all Increment 2 fieldings have been to the active component. Guard BCT Increment 2 fieldings are programmed to begin in FY2017 extending out to FY2028. However, FY 2017 funding and beyond for WIN-T Increment 2 has been reduced significantly. These funding reductions will cause Guard Increment 2 fieldings to slide drastically to the right well beyond FY2028. History has shown when programs slide to the right, most of the mid to later year units are at risk of becoming unfunded requirements-- which creates even greater capability gaps between active and guard BCTs.

In order to remain relevant for future conflicts Guard BCTs must continually be modernized. National Guard BCT commanders have repeatedly expressed concerns that units not on par with their active component counter-parts will not be utilized in future deployments. They are worried that the growing capability gaps between active component and Guard BCTs is widening and putting Guard BCTs at risk. The WIN-T Increment 2 fielding strategy contributes significantly to those growing capability gaps. In order to remain relevant for future conflicts, Guard BCTs must have similar on-the-move communications, mission command and situational awareness.
