The National Guard Bureau should implement a national marketing campaign to specifically brand the Air National Guard effectively throughout the U.S. and Territories with a supplemental discretionary budget administered by the Recruiting & Retention Superintendent (RRS) at the state level, allowing state branding to accompany the national logo in local markets.
Recommendation Information
Current LRAS (Local Recruiter Activity Support) policy and DoDI 1304-35, Military Marketing, associated with Air National Guard recruiting and retention funding is extremely complex and prohibits the use of individual state branding to accompany National logos in the local market.

The National Guard Bureau should maintain responsibility for the national marketing campaign thereby branding the Air National Guard specifically throughout every U.S. State and Territory on a variety of media platforms.

The national campaign should then be supplemented at the State level under supervision of the RRS with a discretionary budget of no less than $25K per unit allocated at the start of the fiscal year with authority to utilize state word mark and individual unit legends to target specific state needs, such as diversity, non-prior applicants, or prior service. Unit legends lend one more layer of community awareness to our national branding and are widely known in the local markets allowing the Air National Guard to set themselves apart from the Army National Guard, who have trademarked the "The National Guard" logo in all of their national branding.
