Providing additional full-time staffing authorizations to build the Defensive Cyber Operations Element (DCOE) in order to provide robust full time manning to conduct network defense.
Recommendation Information
Although capability exists within a pool of talented personnel who have day-to-day and practical exercise experience in cyber defense, more resources are needed to man, equip, and train the Defensive Cyber Operations Element (DCOE). The capability to simultaneously protect and defend our military network as well as provide support and assistance to civilian authorities does not exist today. Support to civil authorities will come at the expense of baseline services and security on the military network. We can assume risk on the military network for short duration missions on an ad hoc basis but cannot offer sustained services. To this point, there has been no change in full-time staffing authorizations for internal network defense capability even though threats and mitigation requirements demand constant, full-time attention above and beyond routine network operations. To compound this ARARNG Automation budget (MDEP: QOIM) will have been reduced 40% from FY14 through FY16. In dollar terms for AR, this equates to over $1M.
