Fund and procure Wide Area Multispectral Surveillance Systems (WAMSS) for ANG C-130H aircraft
Recommendation Information
Integration of advanced multispectral surveillance capability onto ANG aircraft in support of Domestic Capabilities Priorities (DCP) critical requirement ESF-5 for Domestic Incident Awareness and Assessment.

1. Background. The ANG has identified a critical requirement for unclassified, near real-time, high resolution, wide-area, multispectral imagery data collection to support the rapid analysis and assessment of domestic incidents, such as man made or natural disasters. A highly capable pod-mounted sensor is needed which can be carried on multiple fixed-wing aircraft, C-130 & MQ9.

The ANG has recently conducted a successful Operational Assessment of the DB-110 sensor, validating its utility to conduct humanitarian missions and support assessments of disaster-stricken areas. The MS-110 is the next-generation DB-110 that will introduce multispectral capabilities, similar to those deployed on the USAF U2 (SYERS) and Global Hawk (MS-177), and will fully satisfy the National Guard's requirement for a Wide-Area Multispectral Surveillance System (WAMSS). For example, a single MS-110 sensor deployed on a C-130 would have produced a high-resolution assessment (include multispectral composite imagery) of the entire Island of Puerto Rico in ~1 hour.
