- Civilian federal technician employees experiencing personal and family emergencies may utilize the Voluntary Leave Transfer Program (VTLP) to lessen the impact exhausting all of their annual leave and allowable sick leave with anticipating a substantial loss of income of at least two weeks.

Federal technician employees apply and have been approved to receive donated leave, however they have not received all that was needed not to fall into a negative leave balance. AGR employees whom may want to help by donating a portion of their own ordinary leave to a fellow employee can not until a mechanism is created to enable AGR employees to help their co-workers.

No change is requested in the existing Voluntary Leave Transfer Program limitations. AGR personnel should be capable of contributing to alleviating a burden of a fellow co-workers through a mechanism allowing AGR personnel to donate ordinary leave to federal technician employees.
