Proposal Statement
Authorize one full-time Active Guard Reserve (AGR) or technician position per Air National Guard Fatality Search and Recovery Team (FSRT) to ensure mission readiness and operational continuity.
Recommendation Information
Amend Title 10 U.S.C. § 12310 or include language in the upcoming NDAA to authorize one full-time AGR or dual-status technician per Air National Guard Fatality Search and Recovery Team (FSRT). This change will align FSRT with other Homeland Response Force elements and provide year-round support for readiness, training, and inter-agency coordination. Each of the 27 teams supports mass fatality operations nationwide--not just in their home states. A dedicated full-time presence will enhance equipment sustainment, improve personnel retention, and enable rapid, dignified response. This modest investment strengthens 297 FSRT members directly and improves readiness across the 18,000-member Chemical Biological Radiological Nuclear Response Enterprise--often supporting civil authorities in the wake of disasters. A full-time presence enables sustained planning and coordination, equipment maintenance, strengthening public trust and ensuring the Guard can respond with speed, dignity, and professionalism when it matters most.
