Recommendation Information
Per 10 USC 14038(f)(2)(B), any promotion delayed greater than 100 days shall be adjusted by the Secretary concerned to the later of the date NGB deems such Federal Recognition be completely submitted by the State and ready for review at NGB and the date the officer occupies a billet in the higher grade. For those officers/warrant officers whose promotions are approved by SecDef or Senate Confirmation before 101 days of being assigned on a Promotion Screening List, NGB grants Federal Recognition for promotion to the next higher grade on the date of approval by SecDef or Senate Confirmation. For WOs who are affected, since they can submit promotion packets at Promotion Eligibility Date minus 120 days, their promotion date may not precede their Promotion Eligibility Date. For those officers/warrant officers whose promotions are approved by SecDef or Senate Confirmation after 100 days of being assigned on a Promotion Screening List, NGB grants Federal Recognition for promotion to the next higher grade on the date the officer/warrant officer was assigned to a Promotion Screening List. For WOs who are affected, since they can submit promotion packets at Promotion Eligibility Date minus 120 days, their promotion date may not precede their Promotion Eligibility Date. This has everyone hoping for a delay as they will receive an earlier Effective Date/Rank Entry Date (date assigned to the Promotion Screening List) than those processed timely (date assigned to the Promotion Screening List plus 100 days or less). If promotion Effective Date/Rank Entry Dates can be the date assigned to a Promotion Screening List, it should be for everyone regardless of the time it takes to go thru the Federal Recognition Process to provide equity for all.
