Proposal Statement
Request funding for single or multi-state National Guard State Emergency Helicopter program to fill capability gaps in the COOP/COG, Nuclear Security, and Homeland Response missions.
Recommendation Information
SEH Mission: The majority of new SEH helicopters would fly two mission sets: Continuity of Operations/Continuity of
Government (COOP/COG) at Andrews AFB (MD) and Missile Site Security at FE Warren AFB (WY), Malmstrom AFB, (MT)
and Minot AFB (ND). Additional missions provide formal schoolhouse training (NM), survival school alert (WA), range/test
support (FL), Foreign Internal Defense (FID) Instructor training (FL) and Embassy support (Japan). Also, this mission could
be a combination of state Homeland Response Forces and the cost of the equipment could be funded through Homeland
Security assets.

The program would provide a cost effective and extensively more capable replacement for UH-1N and the H-60.

TASK FORCE RECOMMENDATION: NON-CONCUR, Requires further validation

NGB RECOMMENDATION: Valid Requirements already filled. The request for emergency helicopters is to support state COOP and COG planning. NG Regulations 500-1 identifies COOP as a planning requirement to include coordination with local, tribal, state and federal plans. Current UH-1N and the H-60 supports requirement.
