Proposal Statement
Change federal law to authorize National Guard and Reserve members(and their spouses) to be eligible for burial in national and VA grant-funded state veteran cemeteries, provided that each would pay the equivalent rate of the VA Plot Allowance to the cemetery based on date of death.
Recommendation Information
Under current federal law and U.S. Dept. of Veteran Affairs (VA) National Cemetery Administration (NCA) directives, Guardsmen and Reservists who served only on Active Duty for Training and are not retired military are ineligible to be buried in any of the national or NCA grant funded state veteran cemeteries. Many of these Guardsmen and Reservists served for multiple enlistments, side by side with their comrades in arms from the Reserves and Active Duty. They took the same oaths to serve and defend the Constitution of the United States, attended basic training and military skill specific schools, trained to the same level as Active Duty counterparts and were ready to respond immediately when called to active duty. They wrote the same blank check for the citizens of the United States of America to give up to their lives in the defense of the United States of America. These dedicated and patriotic military members should be allowed to be interred in our veteran cemeteries side by side with currently eligible uniformed members.
As a point of reference, as of October 2013 the plot allowance is $734.
