Amending the law to allow the CNGB to establish policy directing that any Colonel assuming responsibilities at NGB must have performed duties at the squadron or company Command level, within one of the states or territories for at least two years, or have been a NG member within a state or territory for at least five years.

NGB has hosted Command tours. Every sitation is different, this is not a requirements, but would enhance someones career. This seems specific. If this is a requirement of the board, but I don't think this needs to be a legislative issue.
