Each state is woefully underfunded in Base Operations Support (BOS) which provides critical personnel and services for National Guard installations and facilities. Recommend changing the statement to say "Increasing federal Base Operation Support (BOS) funds to states for utilities, BOS employee salaries, Operations and Maintenance Tails, fire and emergency services at the start of a fiscal year.

The type work referenced under this resolution is funded through the Operations and Maintenance funding program. This work is executed through Public Works. For this reason, the resolution should be moved to Joint Resolution 3 (Public Works).
