Resource and issue full Chemical, Biological, Radiological and Nuclear (CBRN) Personal Protective Equipment (PPE) to National Guard conventional forces, not just CBRNE Enterprise units.
Recommendation Information
The only Chemical, Biological, Radiological and Nuclear (CBRN) Personal Protective Equipment (PPE) issued to most National Guard (NG) Soldiers and Airman is the M40 protective mask. There is no Joint Service Lightweight Integrated Suit Technology (JSLIST level 4 equivalent (full protective suit). The majority of National Guard unable to respond to a CBRN event or pandemic.

As the military's first responders for domestic response, the vast majority of the National Guard (NG) has no issued Chemical, Biological, Radiological and Nuclear (CBRN) Personal Protective Equipment (PPE) in the event of a Chemical, Biological, Radiological and Nuclear (CBRN) event or pandemic. Civil Support Teams (CST), Chemical, Biological, Radiological and Nuclear Emergency Response Force Packages (CERFP), Homeland Response Forces (HRF) have Chemical, Biological, Radiological and Nuclear (CBRN) Personal Protective Equipment (PPE) but conventional forces that would be needed for wide area security, humanitarian assistance, logistics, transportation, communications, engineering etc. have no issued Chemical, Biological, Radiological and Nuclear (CBRN) Personal Protective Equipment (PPE).

TASK FORCE RECOMMENDATION: CONCUR

NGB RECOMMENDATION: No Requirement. Very low likelihood of conventional units entering the "hot zone" where level 4 PPE would be required. JSLIST is not needed in an epidemic.
