Proposal Statement
Qualify Domestic Operations Service time as "non-regular service" creditable toward reduction in Grey Area retirement.
Recommendation Information
The 2008 and 2015 National Defense Authorization Act (NDAA) allows early retirement below age 60 if a soldier served 90 days during a deployment in support of overseas operations such as the Iraq or Afghanistan. Soldiers are authorized to retire three months early for each 90-day period served.

Currently H.R.620 - Reserve Retirement Deployment Credit Correction Act sponsored by Rep. Jose Serrano is referred to Subcommittee on Military Personnel. H.R. 620 states “retroactive calculation since start of combat operations in Afghanistan of days of certain active duty or active service to reduce eligibility age for retirement for non-regular service”.

To better align Retirement for National Guard and Reservist with active component, Active Duty time served during a National Guard and Reservist’s career should qualify towards the early retirement benefits as outlined in the 2008 and 2015 NDAA. Qualify Domestic Operations Service time as "non-regular service" creditable toward reduction in Grey Area retirement helps to create parity with Active Duty forces.
