This proposed change would reflect the requested amount of funding in the Governor's Counterdrug State Plans of all 54 States and Territories. USC Title 32 section 112 states that the National Guard Counterdrug program can be funded up to 4,000 Service Members but the current funding allows for less than 2,000 Service Members. Proposed funding would allow the National Guard Counterdrug Program to keep up with inflation and pay raises over the last twenty years and provide a level of support originally intended by Congress.

To allow for more effective planning and execution, providing a minimum of $330 million dollars in annual funding to National Guard Counterdrug Program. Furthermore, Congress should fund the National Guard Counterdrug program with a distinct line item in the Defense Appropriations Bill. Setting a minimal level of baseline funding and distinct line items in the appropriations will stabilize this critical homeland defense mission and will ensure Congressional intent is executed once appropriated.
