Each state's CE unit be provided with Dynamic Cone Penetrator equipment, software and required training in order to assess runway/ramp/taxiway serviceability after catastrophic events.
Recommendation Information
Recommend that each State's Civil Engineer (CE) Squadron be provided the above equipment and training in order to provide pavement anaylsis for their own organic assets and as a capability to the owning state. In a catastrophic event were liquefaction occurs, or is suspected, the determination of the airfields usability may shift the states response significantly. This equipment is the prescribed method for determining the substrate underneath pavements and may be the difference between an open airfield and a closed one. Additionally, from a safety perspective, determining the serviceability of ramps, taxiways and runways is a safety of operation issue. This equipment/capability was
discussed at the 2018 National Guard and Reserve Equipment Appropriation (NGREA) conference and
is published as a essential capability needed under the Emergency Support Function (ESF) 3 - Public Works and Engineering in the 2018 ANG Domestic Capability Priority booklet.
