Enacting legislation to allow servicemembers, on military orders for less than 31 days, to be paid prior to the end of the order.
Recommendation Information
Many of our folks face issues making mortgage and car payments when they perform a 14-29 day order and are not receiving any income for what can turn out to be well over a month. As an example, my recent "two week" Guam TDY involved 28 days of orders and therefore I received no income for over a month. For me this is an inconvenience and not a hardship however, for many of our more junior people who do not have sufficient savings available it is truly a hardship.
Legislation would be required to change the current fiscal law that requires the orders less than 30 days from being paid prior to the duty being completed. An order over 15 days could be paid on the mid cycle pay period i.e. (15th or 30th) depending on the orders date. I realize that this would require significant programming and issues for our FM system but I think the benefit would be worth the work for our Soldiers and Airmen.
