Proposal Statement
To expand SAFE HAVEN entitlement and eligibility to traditional Guardsmen (drill status members) in a State Active Duty Status, and their dependents.
Recommendation Information
Evacuation entitlements, as outlined in Chapter 6 of the Joint Travel Regulations (JTR), provides reimbursement for the costs associated with evacuation from an area threatened by unusual or emergency circumstances. Evacuation entitlements / reimbursement are only authorized when an evacuation order has been issued by the Adjutant General. Specific instructions including the maximum travel mileage and/or approved evacuation locations will be issued with the evacuation order.

IAW Chapter 6 JTR, the following personnel are eligible for evacuation entitlements through the SAFE HAVEN program when an evacuation order has been issued:

•Title 10
•Title 32 Active Guard Reserve (AGR);
•Title 32 Active Duty Operation Support (ADOS)
•Full-Time National Guard (FTNGD)
•Annual Training (AT)
•Dual and Non-dual status Technicians, (Title 32)
•Civilian Status (Title 5) employees.

Traditional Guardsmen (drill status members) and their dependents are not eligible unless in an annual training status. State Active Duty status does not qualify MDAY/DSG Soldiers/Airmen for eligibility.

RECOMMEND to eliminate the following wording from Chapter 6 of the JTR in order to expand SAFE HAVEN eligibility and entitlements to traditional Guardsmen: "Traditional Guardsmen (drill status members) and their dependents are not eligible unless in an annual training status. State Active Duty status does not qualify MDAY/DSG Soldiers/Airmen for eligibility."
