Proposal Statement
Full funding for KC-135 mission planning and battlespace status i
Recommendation Information
Recent combat operations highlighted the need for comprehensive, networked Command and Control (C2) throughout all theaters of operation. Installation of a Tactical Data Link (TDL) provides this C2 link and maximizes KC-135 aircrew situational awareness with Beyond-Line-of-Sight (BLOS) and at-base capabilities. It provides critical real-time information to KC-135 aircrews so they can participate in the present day network-centric battle space and greatly increase survivability in theater operations. Terminal Gatelink technology allows for last minute, high-speed data transfer of information as the aircraft is preparing for launch or in a ready state for emergency missions. Numerous beyond-line-of-sight links are available (such as UHF SATCOM, Iridium SATCOM, MUOS, and others) which will enable continued updates of mission planning and battlespace status throughout the mission.
The resulting connectivity with C2 elements enhances the situational awareness of KC-135 aircraft including involved in theater operations. The system should support in-transit passengers additional mission data. Datalinks will also minimize efforts associated with diplomatic clearance, fueling, and crew management as mission parameters change and diversions or re-tasking is required.
The TDL capability should be compatible with any situational awareness Cockpit Display Units utilized by the community. Additionally, integrating Electronic Take-off and Landing Data (ETOLD) and an Electronic Flight Bag (EFB) into the system will greatly increase aircrew’s ability to execute missions in complex and dynamic battlespace. ETOLD automates tasks which currently require manual calculations and aircrew action. EFB presents Flight Information Publications FLIP and other flight information to the aircrew in a digital format relieving the need for multiple paper products.
Without a TDL, ANG KC-135 assets will remain outside the C2 networks in theaters of operation. Crews will not be able to access critical real-time information available to the warfighter resulting in less effective mission performance.
