Proposal Statement

Codify the operational firefighting mission for the National Guard in Title 32, provide survivor benefit parity between Title 10 and Title 32, and adjudicate firefighting services by allowing immediate employment of MAFF.

Recommendation Information

The Department of Defense (DASD-HD) is attempting to federalize the historic National Guard modular airborne fighting systems (MAFFS) mission from Title 32 status to Title 10 status. In doing so, dangerous delays in employing MAFFS, severe personnel issues for NG Technicians, issues ordering NG personnel into a Title 10 status and loss of gubernatorial control of the fire fighting mission would result. The current T-32 system of employing MAFFS to fire fighting missions has been in place and very effective for more than forty years. All three states with National Guard MAFFS firefighting missions (NC,WY,CA) as well as the National Guard Bureau
oppose this proposal.
