Provide novel life-saving personal protection equipment (PPE) to fill the capability gap of gamma radiation protection for National Guard personnel responding to a radiological event.
Recommendation Information
The United States faces increasing Weapons of Mass Destruction (WMD) threats. The 2023 Counter WMD Strategy stated that to prevail in a Chemical, Biological, Radiological or Nuclear (CBRN) environment, “it is essential that the Total Force, along with Allies and partner forces, can fight, win and reconstitute in the face of WMD threats or attacks to achieve coalition warfighting aims.” Gamma radiation protection is a leading cause of mortality in radiological incidents and remains the one unmet CBRN challenge for the National Guard (NG) CBRN Response Enterprise (CRE). Efficient protection would afford the capability to boldly respond to a radiological crisis while protecting the lives of our troops. New technological advancements in Selective Shielding protect the bone marrow and other stem cell-rich organs in the abdominal and pelvic regions from the effects of gamma rays. This is the only way to provide meaningful, life-saving, protection while remaining mobile and maintaining a sufficient range of motion. RECOMMEND the 54 States and Territories approve this resolution so that this vital protection equipment may be acquired in an amount sufficient to be added to the Joint Mission Essential Equipment List (JMEEL). This is the only way to ensure that this novel PPE be readily available to all of the CRE Guardsmen at the time of an event.
