Proposal Statement
Amending 32 USC Section 508 to authorize Adjutants General to designate charitable and non profit organizations to receive from members and units of the National Guard the services described in 32 US Section 508.
Recommendation Information
Title 32 US Code Section 508 authorizes units and members of the National Guard to provide certain logistical and administrative support services such as use of transportation, facilities, equipment and administrative support to the following named charitable organizations: U.S. Olympic Committee, the Civil Air Patrol, the Special Olympics, the Boys and Girls Scouts, the YMCA and YWCA, the Campfire Boys and Girls, 4-H Clubs and the Police Athletic League and such other organizations designated by the Secretary of Defense. Provision of the services must not interfere with or increased the cost of training. The list does not include numerous state, local and other national organizations active within a state such as parent student organizations and military and veteran support organizations who would likely never come to the attention of the Secretary of Defense but who would mutually benefit with the Guard if authorized to receive the subject services.

Adjutants General are best positioned to designate what state and community based organizations should be eligible to receive the subject services from members and units of the Guard, This would likely both enhance community knowledge and appreciation of the Guard and inure to the benefit of Guard recruitment in the community.
