When the laws associated with the control grade limits were last written, all ANG officer positions held a minimum grade of Captain; supporting the control grade requirement for the rank of major. However, over the last several years the minimum grade on most unit manning documents for officer positions within the Air National Guard have changed to Major. Therefore, the requirement for Major control grades should be eliminated, with officer control grades starting at the rank of Lt Col. Changing the current system will allow commanders to promote officers to the minimum grade within the unit manning document and eliminate one, sometimes lengthy, step within the unit vacancy position promotion system.

This will also allow for accessing rated officers off active duty who have a minimum ten year service commitment for schools and who are typically in the Major Grade or will be coming up on Major ROPMA.
