Proposal Statement
Change item K to read, "Ensure the TACP AN/PRC-161 hand held Link 16 Radio continues to be funded in the ANG to ensure interoperability with already fielded DoD Link 16 platforms."
Recommendation Information
CRITICAL NEED FOR SUPPORT- The ANG TACP’s and deployed field locations require comprehensive and networked battle space awareness.
(1) STATES IMPACTED - All TACP Deployed locations CONUS and OCONUS
(2) MISSION CRITICAL NEED - Link 16 capability provides increased situational awareness and a DACAS capability in support of secure communications in both CONUS and OCONUS operational situations. The low probability of intercept and low probability of detection AN/PRC-161capability provides ANG TACP JTAC users a certified Digitally Aided Close Air Support (DACAS) system to conduct operations in contested environments.
(3) DEPLOYMENTJUSTIFICATION- ANG TACP JTAC personnel lack the ability to conduct DACAS operations via Link 16 with currently fielded DoD platforms. Future conflicts will include a wide band of data link communication systems to and from Ground to Air assets. Training of air and ground assets require a communication system that includes a Link 16 data link capability to pass significant data to and from air and ground assets.
(4) FUNDING JUSTIFICATION - Funding from the National Guard and Reserve Equipment Account (Appn 0350)
(5) USAF FUNDING TO DATE – ANG is procuring the BATS-D radio capability now but are short systems for all location
(6) ANG REQUIREMENT – BATS-D is part of a critical requirement for TACP communications with assets in both training and deployment missions
