Eliminating the Dual-Status Military Technician Program and converting uniformed full time support personnel to Active Guard Reserve status and non-military full time support personnel to U.S.C. Title 5 civilian status under the control of the Adjutants General.
Recommendation Information
Justification: With Title 5 conversion we should not exist with 3 different categories of full time support personnel. It is a management and force development nightmare. Full time support should be either non-military essential and therefore staffed with Title 5 Civilians, or military essential and staffed with Full Time uniformed AGR personnel.
Elimination of the dual status military technician program and conversion of all remaining uniformed full time support personnel to Active Guard Reserve Status and non-military essential full time support personnel to Title 5 Civilians under the control of the Adjutants General.
