Proposal Statement
The Real-Time Information in the Cockpit (RTIC) system allows KC-135 aircraft to participate on multiple data link networks using technologies already fielded on other Department of Defense (DoD) assets. The system must provide growth capability for future tactical data link networks to include Link 16 capability that can pass significant data between aircraft that increases KC-135 survivability and interoperability with other Link 16 participants in the missions they execute

CRITICAL NEED FOR SUPPORT- The ANG KC-135 fleet requires comprehensive and networked battle space awareness.
STATES IMPACTED - All ANG KC-135 Aircraft at CONUS and OCONUS sites
MISSION CRITICAL NEED -Link 16 capability ensures Increased situational awareness is needed to correlate onboard and off-board threat detection, terrain masking, and optimized dynamic rerouting capabilities to minimize exposure to threats
DEPLOYMENTJUSTIFICATION- Future conflicts will include a wide spectrum of Radio Frequency (RF) threats, in addition to a robust IR threat from man portable and vehicle-borne systems. To survive, KC-135 aircraft require an RTIC with Link 16 data link capability to pass significant threat, drop zone and aircraft information between aircraft

FUNDING JUSTIFICATION - Funding out of the KC-135 will be out of the National Guard and Reserve Equipment Account (Appn 0350)
USAF FUNDING TO DATE - USAF is considering Link 16 capability for their KC-135s as well
ANG REQUIREMENT - 170 aircraft will be fielded with Link 16 Radios as part of the RTIC program
