Based on world-wide operational tempo, CH-47F aircraft are showing signs associated with continuous combat operations in harsh environments. To maintain operational relevance, initiate inclusion in the Future Vertical Lift program, and better support required Domestic Operations over the next 20-30 years, it is imperative the fleet receive continuous overhauls and upgrades.

Priority #1-The Army National Guard recommends the entire CH-47F fleet receive Common Aviation Architecture System (CAAS) 9.5 upgrades prior to FY2024 to eliminate current cybersecurity, communications encryption, and GPS vulnerabilities. This is a requirement to remain competitive in the current operational environment.

Priority #2-The Army National Guard recommends the Army initiate "Block 2" fielding to the entire CH-47F fleet and ensure the Army National Guard is fully integrated into the upgrade and fielding program.

Priority #3-The Army National Guard recommends the Army pursue additional CH-47F capabilities beyond "Block 2" and include the CH-47F as the fifth aviation Line of Effort in the Future Vertical Lift program, to address current identified aviation capability gaps. The improved capability recommendations include: improved engines, integrated extended range fuel system, improved aviation survivability equipment, long range joint communications, and an external rescue hoist. These targeted increased capabilities will ensure the CH-47F can achieve Multi-Domain Operations (MDO) 2028 objective requirements and all required Domestic Operations requirements.
