Proposal Statement
National Guard units are frequently mobilized to support domestic operations in response to natural disasters such as ice storms, blizzards, mud/landslides, floods, tropical storms, and hurricanes. All-terrain vehicles capable of going through the terrain conditions created by these events require over-snow capability for blizzards and ice storms, and need to be amphibious in order to cross flooded areas encountered during a flood, tropical storm, or hurricane. Not having equipment capable of performing in such conditions can literally mean the difference between life and death during a search and rescue operation.

Amend Item A to read Procuring light and secure all-terrain vehicles that have an "over-snow and/or amphibious capability" which are equipped with thermal sighting to assist in search and rescue, and move wounded civilians, personnel and supplies to and from disaster areas where larger vehicles cannot reach.
