Maintain the required Air Superiority force structure at 18 Primary Assigned Aircraft to avoid a hollow force.
Recommendation Information
FY 15 Program Objective Memorandum has the potential to further reduce the number of F-15Cs from 18 PAA (Primary Assigned Aircraft) to 15 PAA per Air National Guard Fighter Wing. The combined effects of the reduction in the F-15C fleet and a low production of F-22s has left the United States Air Force critically short of platforms to fulfill the air superiority role. in addition, the reduction of F-15Cs at the Air National Guard Fighter Wings will cripple homeland defense since the F-15C is the only platform in the United States Air Force inventory optimized for defending the skies of the United States.
Additionally, F-15C training necessitate a minimum of 18 PAA given current mission requirements. In reducing to 15 PAA, F-15C crews will not be able to have the aircraft available to train in the manner in which they will employ in combat.
