Proposal Statement
Require and fund realistic high-fidelity targets for testing and training advanced 5th and 6th generation weapons and aircrew, aircraft to enable end-to-end weapons testing against realistic threat systems.
Recommendation Information
CRITICAL NEED FOR SUPPORT: Open air ranges (OARs) are not able to comprehensively provide operationally representative testing for fifth-generation (and beyond) systems because of increasing difficulty in representing appropriate 21st Century threat signatures (Radar Cross-Section, Thermal Signature). The current capabilities do not adequately test fifth-generation weapons and aircrew.
STATES IMPACTED: All ANG bases supporting F-35’s, and F-15EX’s
MISSION CRITCAL NEED: Provisioning Air National Guard (ANG) OARs with signature representative threat systems will enable end to end (Operator, platform, weapon) testing and training of fifth-generation systems and aircrews. Currently, fifth-generation systems are encountering negative training due to the lack (and poor fidelity) of threat systems. This results in degraded readiness and increase in vulnerability due to the system and operator not being “stressed” as expected during combat operations.
DEPLOYMENT JUSTIFICATION: Per USAF Air Combat Command A8F as of Jan 30, 2024, the current range capabilities cannot adequately test fifth-generation aircraft and weapons. Open air ranges are not able to comprehensively provide operationally representative testing for fifth-generation (and beyond) systems because of increasing difficulty in representing appropriate 21st Century threats. As such, primary operational ranges have begun upgrading threat systems to possess multispectral signature characteristics (Radar Cross-Section, Thermal Signature) to facilitate test and training operations.
FUNDING JUSTIFICATION: Require and fund realistic high-fidelity targets for testing and training advanced 5th and 6th generation weapons and aircrew, aircraft to enable end-to-end weapons testing against realistic threat systems.
Service/Agency: USAF Materiel Command (AFMC) and Air Combat Command (ACC)
Appropriations Account: Program Element:
1. Combat Development 28015; PEC 0207604F (3400 funding for infrastructure improvements); 0604735F (3600 funding for RDT&E of future threat system)
2. PE27604F for AF Range Sustainment
ANG REQUIREMENT: Provisioning Air National Guard OARs with signature representative threat systems will provide a cost-effective means of increasing the lethality and survivability of fifth-generation systems and their pilots while increasing Readiness.
