Recommendation Information
The Future Fixed-wing Utility Aircraft (FUA) is a capability designed to replace the Army's aging C-12 and C-26 fixed-wing fleet. The Assistant Secretary of the Army, Acquisition, Logistics and Technology has declared the current C-12 and C-26 fleet exceeds economic useful life. The Army PEO Aviation, PM Fixed-Wing Project Office has a November 2012 approved initial capabilities document (ICD) that specifies the requirements for FUA. In summary, FUA must be a commercial, in-production, multi-engine aircraft; certified for world-wide flight operations; capable of integrating military communications, navigation, surveillance, and survivability systems; equipped with a cargo door; and certified for semi-improved airfield operations. Single Engine Aircraft is not a recognized or validated requirement.

FUA has not yet reached the Request for Proposal state and Program Objective Memorandum (POM) programmed money for FUA has continually slipped to the last year of the POM each year for the past three years. Current status: (1) There is an initial $105M in FY-18 for FUA; (2) $54M in FY-16 has been identified by the PM Fixed-Wing Project Office that potentially could be used as initial funding for a FUA program start; (3) once an FUA contract is awarded, becomes a program of record and initial production begins, PM Fixed-Wing plans to budget for approximately 15 FUA per year over a seven year period.

FUA provides the Army fixed-wing operational support airlift (OSA) and 68% of the Army OSA capabilities reside in the Army National Guard. FUA is a dual-use capability providing intra-theater movement of personnel as well as support for emergency management and homeland defense situations. The ARNG will be the largest beneficiary of replacing the aging C-12 and C-26's.

Approval of this resolution will change the wording of the standing resolution 1-B to read, "Procurement of a Fixed Wing aircraft to replace the aging C-12 and C-26 aircraft with the selected Future Utility Aircraft (FUA) and urges accelerating acquisition of FUA by supporting the current validated requirements with future programmed funding.
