A universal, inter-operable, Communications system for National Guard and First Responders when responding to a disaster that has degraded local communication networks.
Recommendation Information
All National Guard units need to be allowed to utilize the Nationwide Public Safety Broadband Network to support operational requirements. In 2017 “State Plans” were created for Governors in all 54 States and Territories since those Governors. Based on real-world lessons learned, access to a viable network for a primary communications capability has proved to be a needed resource during natural disasters such as Wild-land Fires, Hurricanes, Tornadoes, large scale planned and unplanned events. These communications add to the organically issued communication resources. To avoid communications gaps between state assets and the National Guard units assigned to those respective states, National Guard units should ensure they mirror each state’s utilization(s) of their response communication networks. Using and gaining access to the same intelligent network ensures all DOMOPS National Guard units responding to a natural disaster will be capable of routing traffic over dedicated public safety spectrum all simultaneously based on availability and need of the individual National Guard element.
