Support incremental readiness, modernization and standardization of secondary containers by authorizing and appropriating additional funding to procure/field secondary containers to the National Guard.
Recommendation Information
The military has a system of containers (CONEX’s MILVAN, TRICON, ISU-90, etc.) to support field storage and movements via all modes of transportation (land, rail, air, and sea.) The military does not have a system of Secondary Containers. Instead, they use multipack cardboard boxes made for industry; or nothing at all. Cardboard boxes are not designed for transporting heavy equipment/parts or for outside storage. Multipacks are not military purpose built so they do not fully utilize the capacity of transport equipment cargo space. This can result in inefficient loading and the necessity of additional supply trips into harm’s way with potential loss of materiel or lives. Further, kicker boxes are purchased routinely as consumables so no cost justification is done at the ordering level. The simple view is: the multipack/kicker box costs about $250.00 each (with a limited useful life). A similar size portable all-mode container (high capability, durability, purpose built) costs about $700.00 and lasts indefinitely. Clearly a secondary container with this capability can deliver a higher return on investment (ROI)--as shown in this comparison: There are secondary containers in service for more than 10 years at Ft Carson (4th ID, 2nd BCT and 204th BSB). If you assume a 10-year life, $700/10 years = $70/year. This business case is easy to make because cardboard stored outside cannot last anywhere near that long and still protect the equipment stored inside. But the truly compelling case is more about transportation efficiency… A secondary container family--available in a myriad of sizes, including some that are doubles; and the modular aspect - with different sizes - all working together offer the right size for the right transport cargo space. Due to modular construction—can be efficiently organized and securely stacked. Recommendation: Fund a plan to implement use of a system of durable secondary containers—available via the NSN order process—replacing the multipack cardboard boxes. Get equipment packed, protected and loaded quicker and more efficiently.
