This action combines the effort to replace the aging C12 and C26 aircraft fleet while ensuring the integrity of the supporting Table of Distribution and Allowances personnel necessary to augment the planned/projected Modified Table of Organization and Equipment structure. Aviation experts agree the program requires a 3:1 crew to cockpit ratio in order to support the operational fixed wing lift requirements to the Operational Support Agency's customer base in an efficient, effective and safe manner. The program affects all States and ensures that units are adequately manned to sustain the required operational tempo where ready, rapid and cost effective transportation is a necessity.
