Proposal Statement
Recommend Paragraph 1.5, Sub-Paragraph 1.5.9 of Air Force Instruction 36-2619 dated 18 JULY 2014, "Military Personnel Appropriation [(MPA)] Manday Program" be modified to allow airmen the ability to attend PME seminars while serving on Title 10 MPA days in support of contingency operations.
Recommendation Information
Professional Military Education (PME) and training are required to be completed for all career paths in the active duty Air Force as well as the Air Force National Guard. In order to maximize the capabilities of airpower, it is imperative that airmen be given the opportunity to not only upgrade skills through career development courses (CDC's), but also attend in-residence leadership courses to enhance their career development. Allowing Air National Guard airmen to attend PME seminars while serving on MPA mandays can:
- Allow them to receive the same level of training offered to their active duty counterparts
- Encourage them to gain career broadening in a timely fashion rather than having to put things on hold while serving during a contingency
- Allow them to compete for promotions and positions nationally without shelving talent while fighting in a war
- Prevent becoming counter productive due to restrictions placed on them during contingency
- Allow Major Commands (MAJCOM's) a larger choice of airmen with better leadership skills and capabilities
- Allow them to receive the same level of training offered to their active duty counterparts
