Recommendation Information
This resolution directs the Office of the Secretary of Defense (OSD) to create separate funding streams for all National Defense Service Programs that are not under the direction of the individual services. Pass-through funding represented $40 billion in the USAF budget in FY2023. This extra funding in the USAF artificially inflates the amount of funding that the USAF receives when compared to the other services leading to funding disparity.
