Amend Section 315 of Title 32 and Section 661(d) of USC Title 10 to standardize Joint Duty Assignments, require assignment to National Guard as prerequisite of general officer promotion, and insure Active Duty Joint Qualified Officer equity for the National Guard.
Recommendation Information
Qualification for active duty general and flag officers, include service by members of Army and Air Force with the National Guard of a state in accordance with Section 315 of Title 32 United States Code.
-- For the purposes of calculating joint duty assignment for Army and Air Force National Guard Officers, any service in the active component Army or Air Force shall accrue credit towards joint duty assignment.

The total number of active duty officers assigned to any National Guard state will not exceed the total number of Congressional representatives for that state. The authority of the Secretary of Defense under this paragraph to assign officers to National Guard states may be delegated only to the Deputy Secretary of Defense or an Under Secretary of Defense.
