Providing funding for COTS mobile fire suppression and extinguishing systems for National Guard platforms performing domestic emergency response
Recommendation Information
The Adjutant General employs various National Guard teams for state response under the direction of the governor to support civil authorities at incident and disaster sites. These National Guard teams are required to address a wide array of conditions including potential of fires produced by nature or man made. The National Guard must respond quickly during domestic emergencies when providing homeland defense/defense support to civil authorities (DSCA). Firefighting is the fourth priority Emergency Support Function (ESF) for Joint Domestic Operations Emergency Requirements (JDOERs). Mobile Fire Suppression capabilities and protection must be considered to be a CRITICAL need for these National Guard responders. Such protection will assist in minimizing Light Tactical Vehicle (LTV)/unarmored High Mobility Multipurpose wheeled Vehicles (HMMWV) inventory losses and civilian and troop casualties due to extreme Area of Operation exposure and to ever expanding domestic support functions/roles. Commercial off the Shelf (COTS) Mobile Suppression apparatus can be reliably installed, fielded, deployed, recharged, and maintained by National Guard personnel.
